Trump und Kim haben sich ergebnislos getrennt. Das mit viel Tam-Tam angekündigte Treffen der beiden erwies sich als Luftnummer. Aber wen konnte das überraschen? Das Problem ist, dass Nordkorea mehr Forderungen an die USA hat, als umgekehrt. Die USA wollen „nur“, dass Nordkorea seine Atombomben und Raketen abschafft. Trump Sticks To Sanctions - U.S., North Korea Summit Fails
The second summit between President Donald Trump and Chairman Kim Jong-un of North Korea was held in Hanoi, Vietnam yesterday and today. It failed. The meetings on the last day were cut short. Nothing was agreed upon and signed. No common statement was issued.
Trump held a press conference and gave his side of the talks (transcript). The issue seems to have been the sequencing of abolishing sanctions by the U.S. side versus the destruction of the Yongbyon nuclear reactor complex on the North Korean side.
The U.S. demanded the destruction of Yongbyon and of other complexes before any change in the sanction regime. North Korea insisted on following the sequencing that was agreed upon during the first summit. The joint statement by the two leaders signed in June 2018 defined four clearly sequenced steps:
President Trump and Chairman Kim Jong Un state the following:
  1. The United States and the DPRK commit to establish new US-DPRK relations in accordance with the desire of the peoples of the two countries for peace and prosperity.
  2. The United States and DPRK will join their efforts to build a lasting and stable peace regime on the Korean Peninsula.
  3. Reaffirming the April 27, 2018 Panmunjom Declaration, the DPRK commits to work toward complete denuclearization of the Korean Peninsula
  4. The United States and the DPRK commit to recovering POW/MIA remains, including the immediate repatriation of those already identified.
Eight month later new relations in form of the opening of embassies or a lifting of sanctions were not established. No peace treaty was signed. North Korea destroyed nuclear testing tunnels and a missile test stand. Some POW/MIA remains have been repatriated. But the U.S. side has taken no steps that could be seen as fulfilling its commitments.
Since the first summit Secretary of State Mike Pompeo and U.S. media have done their best to ignore the sequencing. North Korea on the other side has insisted on it again and again. It made absolutely clear that it would not budge on the issue. In his New Year speech the chairman emphasized:

Pyongyang, March 12 (KCNA) -- Kim Song, ambassador and permanent representative of the Democratic People's Republic of Korea (DPRK) to the United Nations, sent a letter to UN Secretary-General Antonio Manuel de Oliveira Gutterres on March 11 with regard to the fact that the Democratic People's Republic of Korea would not available to host the Seventy-second Session of the WHO Regional Committee for South-East Asia because of an unfair measure recently taken by the UN Security Council established pursuant to resolution 1718.

The letter reads:

The Seventy-first Session of the WHO Regional Committee for South-East Asia held in India in September last year has unanimously decided to hold its Seventy-second session in the DPRK during September 2019 in agreement by consensus of the whole regional member states.

However, the UN Security Council Committee recently disapproved the shipment of the necessary IT-related equipments for the WHO Regional Committee Session into the DPRK, and thus bring about an abnormal situation unprecedented in the history of WHO, in which the DPRK could not host the Session of the Regional Committee as expected.

The tentacle of sanctions is now blocking up even the normal activities of holding international meetings of the WHO which is mandated for people's life saving and health management, not only the humanitarian cooperation activities of the international organizations in the DPRK.

The "sanctions resolutions" of the Security Council against the DPRK, that prohibit even the shipment of computers and other electronic devices widely used at societies and homes of today, are indeed the action against humanity to destroy modern civilization and turn the society back in a mediaeval dark age.

All the facts above clearly show to what extent of the sanctions influence came to the pass against the member state of the UN.

This is to request the United Nations should now review in all respects the "sanctions resolutions" against the DPRK that run counter to the prevailing situation and public sentiment of the world and take appropriate measures in accordingly. -0-

Pyongyang, May 5 (KCNA) -- A spokesperson for the Ministry of Foreign Affairs of the Democratic People's Republic of Korea (DPRK) gave the following answer to a question put by KCNA on May 5 as regards the coup d'état attempt by anti-government forces in Venezuela:

An abnormal incident broke out recently in Venezuela, where internal anti-government forces attempted a coup d'état to remove the legitimately elected president.

The latest coup d'état attempt is an extremely dangerous act of violence that pushes the Venezuelan situation to an utmost instability, having a highly negative impact on the overall situation in the region.

The situation in Venezuela is being aggravated day by day, because the internal anti-government forces are launching, with the support of the outside forces, a campaign against the president from January and the hostile forces are making undisguised attempt to deprive Venezuela of its representation in the United Nations.

At the same time, the United States, acting like a "single superpower", is making such reckless remarks that a military action is possible with regard to the Venezuelan situation and the U.S. will carry out that action if so necessary. These remarks are evoking great concern of the international community.

We condemn all of the attempts for removing the legitimately elected president of Venezuela and interfering in its internal affairs as a challenge to international justice and a flagrant violation of international law.

We call for a peaceful solution to the Venezuelan issue in accordance with the independent will and decision of the government and people of that country and extend invariable support and solidarity to the Venezuelan people in their struggle for defending sovereignty. -0-

Pyongyang, June 23 (KCNA) -- Kim Jong Un, chairman of the Workers' Party of Korea, chairman of the State Affairs Commission of the Democratic People's Republic of Korea and supreme commander of the armed forces of the DPRK, received a personal letter from President of the United States of America Donald Trump.

After reading the letter, the Supreme Leader of the Party, the state and the armed forces said with satisfaction that the letter is of excellent content.

Appreciating the political judging faculty and extraordinary courage of President Trump, Kim Jong Un said that he would seriously contemplate the interesting content. -0-

Trump Makes History As First US President To Enter North Korea; Announces Restart Of Nuclear Talks
President Trump made history on Sunday by taking an unprecedented step - literally - onto North Korean soil, after which he held an extraordinary meeting with Kim Jong Un in which he announced that Washington and Pyongyang will relaunch stalled nuclear talks.
Pyongyang, October 1 (KCNA) -- Choe Son Hui, first vice-minister of Foreign Affairs of the DPRK, released a following statement on Oct. 1:

The DPRK and the U.S. agreed to have preliminary contact on Oct. 4 and hold working-level negotiations on Oct. 5.

The delegates of the DPRK side are ready to enter into the DPRK-U.S. working-level negotiations.

It is my expectation that the working-level negotiations would accelerate the positive development of the DPRK-U.S. relations. -0-

Pyongyang, October 10 (KCNA) -- A spokesperson for the Ministry of Foreign Affairs of the Democratic People's Republic of Korea (DPRK) released the following statement on Thursday:

Despite our warning, six EU countries including Britain, France and Germany, at the instigation of the U.S., held a closed-door meeting of the UNSC Tuesday to release a statement "critical" of our self-defensive measure.

The UNSC which champions fairness and equity picks fault with the just measure belonging to our right to self-defense, while keeping mum about the test-fire of Minuteman 3 intercontinental ballistic missile recently conducted by the U.S. This is a serious provocation against the DPRK.

Worse still, the U.S. begged for the DPRK-U.S. working-level negotiations, but it came to the talks with empty hand, thus breaking them off. Yet, it claimed that the result of negotiations was positive and it encouraged its satellites to release a statement critical of the DPRK. We are now looking deep into what its intention was.

As recognized by the international community, the United States conducted the recent intercontinental ballistic missile test-fire in a bid to pressure the DPRK. The DPRK can give tit for tat, but we are now exercising a restraint under the judgment that a counteraction is not necessary yet and it is still premature.

But there is a limit to our patience and there is no guarantee that all our patience would continue indefinitely.

Despite the strong warning from the DPRK, the UNSC, without a correct yardstick, put on the table for no justifiable reason the issue belonging to the DPRK's right to self-defence just to meet someone's interests. The reality urges the DPRK to reconsider the crucial measures it had taken on its own initiative for the confidence-building with the U.S. -0-
